Disparities of Assisted Living Availability: The Impact of Structural Racism Through Public & Private Governance

While public funding for assisted living is increasing, policymakers lack guidance in how to promote equitable access given the complex landscape of public and private governance at play. Studies have identified disparities in the availability and use of assisted living by Black versus White older adults that are not explained by individual preferences, needs, or enabling factors such as income. This study will first estimate the association between a measure of place-based structural racism and assisted living availability. Then, the study will identify public and private governance configurations that modify the relationship including state regulations, federal funding, and assisted living owner and operator characteristics.
