The Presidential Management Fellows (PMF) Program seeks eligible individuals for assessment and potential subsequent selection as Finalists to obtain appointments as Fellows in the Federal Government. Thoroughly review this announcement, the “PMF Applicant Handbook,” and the Become a PMF section of the PMF website for information about eligibility, the application and assessment process, and the application timeline.

Those applicants selected as Finalists will be able to search for PMF appointment opportunities offered by participating Federal agencies. Additional details can be found under the Become a PMF/Find a Job section on the PMF website.

  1. Advanced degree completed between September 04, 2022 and September 04, 2024
  2. OR will complete an advanced degree by August 31, 2025 (see more below)

If an applicant is selected as a Finalist, they may be initially appointed as a Presidential Management Fellow (PMF; Fellow) to a GS-09, GS-11, or GS-12 grade level (or equivalent) and may potentially be promoted up to the GS-13 grade level (or equivalent) during their two-year fellowship. Finalists are not guaranteed a PMF appointment. Positions, grade levels, and promotion potential are dependent on agency needs.

Finalists selected for PMF appointments will be subject to specific position requirements, as defined by the appointing agency. These may include determination of duty station, telework/remote position, salary, grade levels, promotion potential, security requirements, supervisory status, travel requirements and other conditions of employment. The salary range listed in this announcement is for the GS-09, step 1 through GS-12, step 10, covering the Washington, DC, metro area, as of the date of this announcement. Actual salary range for particular PMF positions will vary based on the duty location and the grade level.

The PMF Program is administered by the U.S. Office of Personnel Management (OPM) and is regulated by the Pathways Programs regulations in part 362 of Title 5, of the Code of Federal Regulations (5 CFR 362). Appointments are made in the excepted service under the Schedule D Hiring Authority.

Qualifications

Applicants must have obtained an advanced degree (e.g., Master’s, professional (J.D.), Ph.D.), within the two years preceding the opening date of this announcement (i.e., between September 04, 2022, through September 04, 2024), or expect to complete all advanced degree requirements, including the successful defense/completion of any required thesis/dissertation, by August 31, 2025. The advanced degree must be from an accredited academic institution or deemed meeting U.S. standards (see more below). Those applicants selected as Finalists who are current graduate students completing their advanced degree requirements must upload an updated advanced degree transcript to their applicant user account on the Apply Site of the PMF Talent Management System by August 31, 2025, to retain eligibility.

Those applicants selected as Finalists having or obtaining advanced degrees from non-U.S. academic institutions will be asked to use a credential evaluation service; failure to provide documentation in a timely fashion may result in revocation of Finalist status. From the applicant pool, the PMF Program Office will identify Semi-Finalists. Subsequently, from the Semi-Finalist pool, the PMF Program Office will identify Finalists. Selection of Finalists will be based on:

  1. ability to meet eligibility requirements,
  2. complete application,
  3. online assessment results,
  4. structured interview assessment results, and
  5. the total number of Finalists authorized each year.

The total number of Finalists for the Class of 2025 has not yet been determined. Only Finalists are eligible for PMF appointment opportunities. PMF appointments are full-time, paid positions (e.g., salary and benefits) over a two-year fellowship. Those applicants ultimately selected as Finalists should review the Become a PMF/Find a Job section on the PMF website.

All applicants will be asked to provide the last 4-digits of their Social Security Number (SSN) when creating an applicant user account and applying to the PMF Program.

Non-U.S. citizen applicants who meet the eligibility requirements, who do not already possess a Social Security Number (SSN), and wish to apply to the PMF Program, must contact the PMF Program Office, via an email to pmfapplication@opm.gov to request an alternative 4-digit number. This number will serve throughout the process as a unique identifier and does not entitle the user to any other benefits. Requests for an alternative number are only honored during the application period. There are no GPA (grade point average) or age restrictions associated with this application process.
