Deputy Director of Policy, Strategy, and Racial Justice + Equity

Multnomah County Health Department

The Deputy Director of Policy, Strategy, and Racial Justice + Equity is one of two senior deputy positions reporting to the Health Department Director. The position’s portfolio of responsibilities delivers leadership and focus critical to efforts to rebuild the organization following the pandemic, and to achieve the highest vision for the future of public health through values based engagement and direction setting across the entire Department and within communities.

Key functions directly related to the position:

Strategy

  • Plan, organize, manage, and administer department operations, programs, and functions;
  • Develop and implement program and strategic planning
  • Implement and assist in the development of department policies, procedures, and business practices
  • Evaluate goals, objectives, priorities, and activities to improve performance and outcomes
  • Recommend and establish administrative controls and improvements

 
Racial Justice + Equity

  • Create, implement, and manage the HD Health Equity Office aligning with the Workforce Equity Strategic Plan (WESP), County initiatives, and the Oregon Health Authority (OHA) equity and inclusion model.
  • Develop and implement an action-oriented strategic plan through the Office, focusing on both internal and external equity efforts.
  • Collaborate with the Office of Diversity and Equity (ODE) to advance racial justice and equity initiatives within the Department.

 
Policy

  • Analyze and review federal, state, and local laws, regulations, policies, and procedures to ensure compliance.
  • Conduct analysis on best practices and trends, formulating and implementing recommendations based on findings.
  • Lead all Department legislative and advocacy efforts to achieve public health outcomes important to the community.

 
Leadership

  • Direct and approve the planning, prioritizing, assigning, supervising, training, and review of a diverse workforce.
  • Act as a resource, providing direction, guidance, and leadership to staff; advise on complex and sensitive concerns and issues.
  • May select, direct, and manage the work of consultants.
  • Participate in developing, administering, assisting, and monitoring budgets as a member of Department leadership.

 
Community

  • Lead cross-departmental engagement with communities using a population-based framework, formalizing this action through established practices.
  • In collaboration with existing Departmental advisory committees, boards, and their staff, center community feedback and input in all policy and budget discussions.
  • Listen to and incorporate advice from community representatives in all areas of position responsibilities, aligning with the Department’s vision and mission.

 
Innovation

  • Develop, define, and conceptualize new enterprises or joint ventures among County Departments and systems of care, internal and external partners, and the community to create innovative or improve effective service delivery strategies.
  • Lead the efforts as One Department to create capacity that supports practices that engage all staff in working towards HD vision and mission within the social determinants of health framework.
  • For example, using design thinking for problem solving, testing new ideas, increasing community collaboration to co-create the agenda and implementation of HD systems of care.
  • Use new methods, develop a culture of innovation that encourages all staff to be curious and ask questions, take smart risks, experiment, and create to improve the Department’s organizational structures, systems, work culture, operations, and service delivery by centering those who are closest to the experience of any challenge internally and externally.
