The Director of Public Policy (“Position”) is a position of the Oregon Association of Hospitals and Health Systems (“OAHHS”) d/b/a Hospital Association of Oregon (“hospital association”). The Position reports to the Executive Vice President – General Counsel of the hospital association. The Position supports advancing the hospital association’s public policy agenda and is responsible for monitoring, developing, and analyzing state policies as assigned. The Position provides recommendations to the executive team.
 
Primary Responsibilities – Hospital Association of Oregon
Model teamwork and commitment to the hospital association’s mission, vision, and values to internal staff, members, and external stakeholders.

 
Public Policy and Legislative Session

  • Analyze state laws and bills related to the hospital association’s public policy agenda or other advocacy work.
  • Conduct health policy research and analysis, including data-driven policy impact analysis and comparative analyses (e.g., comparing laws from several states).
  • Perform rapid turnaround of legislative bill review on a variety of topics.
  • Draft proposed amendments to bills for review by the Executive Vice President – General Counsel.
  • Make recommendations for policy positions.
  • Clearly articulate, in writing and verbally, the effects of proposed or enacted state laws.
  • Monitor activity of relevant legislative committees, state workgroups and other stakeholder groups and prepare summary reports.
  • Engage with hospital subject matter experts to understand issues and perspectives and provide ongoing member value.
  • Draft documents, including talking points and written testimony related to bills, and seek to incorporate feedback from others.
  • Collaborate effectively with policy team members to achieve shared objectives.
  • Coordinate as appropriate with the communications team and advocacy team when developing materials.
  • Prepare draft agendas for the hospital association’s Public Policy Committee, draft memoranda on policy topics as assigned, and attend Public Policy Committee meetings.

 
Rulemaking

  • Monitor rulemaking applicable to hospitals to prepare recommendations applicable to hospital association engagement.
  • Attend rules advisory committee meetings and hearings on topics as assigned.
  • Analyze proposed rules and recommend revisions.
  • Identify and convene subject matter experts and members’ government relations staff in coordination with the Executive Vice President – External Affairs and Executive Vice President – General Counsel to inform advocacy positions.
  • Draft written comment letters and prepare talking points for review by the Executive Vice President – External Affairs and Executive Vice President – General Counsel.
  • Present at rulemaking hearings upon request.
  • Prepare written updates related to rulemaking for members.
  • Present rulemaking topics at member meetings upon request.

Required Qualifications and Experience:

  • Experience with the legislative and regulatory process; experience in Oregon preferred.
  • Minimum of 2+ years of professional experience with state or federal health care policy issues.
  • Ability to develop consensus.
  • Ability to take direction and execute in an effective and timely manner.
  • Excellent analytical and research skills.
  • Excellent verbal and written communication skills.
  • Demonstrated experience with public speaking and PowerPoint presentations.
  • Experience organizing, running, and facilitating meetings.
  • Comfortable working with executive-level leaders.
  • Ability to meet aggressive deadlines.
  • Ability to work effectively with diverse groups of people.
  • Takes initiative and demonstrates ability to manage multiple priorities and projects at once.
  • Proficient in MS Office suite (Word, PowerPoint, Teams, Excel, etc.)
