About the Northwest Portland Area Indian Health Board

The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972.

Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.

Led by our Board of Directors, NPAIHB’s mission is to “eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services.” We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

About the Tribal Community Health Provider Program

The Northwest Portland Area Indian Health Board oversees several Tribal Community Health Provider (TCHP) Programs, including the Dental Health Aide (DHA), Behavioral Health Aide (BHA), and Community Health Aide (CHA) programs. The TCHP Program Manager supports the overall work of the TCHP Programs, and collaborates with all three teams and outside partners in efforts to carry out the coordination for programming, services, and outreach.

The BHA, DHA, and CHA programs are initiatives to establish Community Health Aide Program (CHAP) infrastructure for all three disciplines, plus the regulatory infrastructure for the program in the Portland Area to serve providers working in Indian health programs operated by Tribes and Tribal organizations under the Indian Self-Determination and Education Assistance Act (PL 93-638). These four projects work collaboratively in these efforts.

Position Summary

The TCHP Program Manager is responsible for providing oversight to monitor, track, and report progress on the program’s tasks and objectives, and coordinating administrative support functions for all TCHP Program Directors, as well as the Portland Area CHAP Certification Board (PACCB). The TCHP Program Manager collaborates with states, Tribes, and other organizations on project related activities, provides specialized support and logistics to the overall goals and objectives of advisory committees’, boards, and workgroup members, and project Tribal sites.

The TCHP Program Manager must be courteous, personable, self-motivated, and able to manage multiple tasks and meet deadlines with minimal supervision.

Among other tasks, the TCHP Program Manager’s responsibilities include:

  • Provide general administrative support for TCHP Senior Program Director, as well as the DHA, BHA, and CHA Program Directors
  • Organize conference calls, webinars, Zoom meetings, and in-person gatherings
  • Assist with TCHP Program communications, including quarterly newsletter, education, data collection, and orientation of the latest project developments
  • Takes minutes for Portland Area CHAP Certification Board (PACCB), Academic Review Committees (ARCs), and other committee and board meetings
  • Assists executive teams and program committees for each advisory workgroup, and serves as point of contact for administrative work related to these committees
  • Collaborates with other TCHP Program assistants, specialists, coordinators, subject matter experts, and managers to ensure all program tasks are efficiently and accurately completed

The TCHP Program Manager reports to the Tribal Community Health Provider Senior Program Director (TCHP Senior Program Director). This scope of work is housed within the Clinical Division.

This position is based at NPAIHB’s offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 10% of the time.

Qualifications

Minimum education required*:

  • Bachelor’s Degree in Public Administration, Business Administration, Public Health, or related field
  • *A minimum of four (4) years of demonstrated experience in Tribal community health program management may serve as an acceptable substitute

 
Minimum experience required:

  • At least four (4) years of experience in an executive administrative or project management position
  • At least two (2) years of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics
  • Demonstrated experience coordinating and planning multiple events simultaneously
  • Demonstrated experience with community partners who serve their communities

 
Additional experience preferred:
Direct experience working with Northwest Tribes

Required Knowledge, Skills, and Abilities

  • Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnership in the activities of the TCHP Program
  • Demonstrated knowledge of the impact TCHP Program initiatives may have on Tribal communities, and how they can enhance the way Tribal community members navigate health services provided
  • Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)
  • Strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline
  • Strong verbal communication skills
  • Excellent interpersonal skills (prioritizes developing relationships with others in a friendly, courteous, and collaborative manner)
  • Excellent organizational skills
  • Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations
  • Ability to engage in effective outreach activities with TCHP Program staff, partners, and affiliates, with the desire to learn more and grow within the scope of the projects
  • Ability to move ideas from conception to completion through mindful execution of detailed logistics
  • Ability to complete tasks in a timely and accurate manner
  • Must be sensitive to cross-cultural differences, and able to work effectively within their context (including with NPAIHB staff, Tribal representatives, and the general public)
