Announcing Joseph Seahquia Finkbonner as our 2026 PSU Commencement Guest Speaker
We are pleased to announce that Joseph “Joe” Seahquia Finkbonner, RPh, MHA, will serve as the guest speaker for the 2026 PSU Commencement. The ceremony will celebrate our graduating students and their achievements in public health.
Joe Finkbonner is a visionary public health leader and citizen of the Lummi Nation whose career has been dedicated to advancing health equity and addressing disparities in Native American communities. His presence marks a meaningful occasion for our graduates, offering the perspective of a leader who has spent decades driving impactful, community-centered change.
A Legacy of Leadership and Advocacy
For nearly 20 years, Joe served as Executive Director of the Northwest Portland Area Indian Health Board (NPAIHB), beginning in January 2006. His leadership was grounded in data-driven advocacy, informed by his earlier role directing NPAIHB’s Northwest Tribal Epidemiology Center (EpiCenter). Throughout his career, he has been a trusted voice in public health governance, including serving as Chair of the Board of Directors for the Public Health Foundation and contributing his expertise to the Public Health Accreditation Board and the Washington State Board of Health.
Community Commitment and Public Health Impact
Joe’s dedication to his community is reflected in his service to the Lummi Nation, where he has held key leadership roles such as Health Director and General Manager. He began his career on the frontlines as a hospital pharmacist before expanding into health information systems and administration to help drive systemic improvements in care and access. He holds a Bachelor of Science in Pharmacy and a Master of Health Administration from the University of Washington.
