Biography

Robert Winthrop teaches Healthcare Financial Management and brings over twenty years of experience in healthcare strategy and finance. He has held senior leadership roles at Kaiser Permanente and Medically Home, where he led financial planning, Medicare strategy, and cost improvement initiatives across multi-billion-dollar business lines. His work centers on translating complex financial and regulatory data into clear, actionable insights that drive performance and affordability.

Before entering healthcare, he advised cities and states on budgeting and compensation at Public Financial Management and served as Director of Resource Planning and Analysis for the City of Portland Police Bureau. He is a Senior Fellow at Portland State University’s Center for Public Service, where he has led public sector compensation studies and co-authored several articles in Government Finance Review.
Winthrop holds a Master of Public Administration in Public Finance from New York University and a Bachelor of Science in Mathematics and Political Science from the University of Wisconsin–Madison.

Experienced Faculty With Diverse Backgrounds

More than 150 faculty members work within the OHSU-PSU School of Public Health. They have a wide range of expertise, from monitoring and assessing health risks and opportunities in populations, to helping build health-supporting social environments through policy, advocacy, and programs. They are educators, advisors, researchers, practitioners and community leaders. They come from backgrounds in quantitative, behavioral, environmental and social sciences, policy and government, exercise and health sciences and anthropology, among many other areas. They all work in collaboration with each other and with community partners, and are especially focused on the training and education of future leaders and practitioners in the public health fields.
