Joseph “Joe” Seahquia Finkbonner, RPh, MHA, is a visionary public health leaders and citizen of Lummi Nation who has spent decades dismantling health disparities and championing health equity for Native American communities.

For nearly 20 years, Joe served as Executive Director of the Northwest Portland Area Indian Health Board (NPAIHB), taking the helm in January 2006. His leadership there was built on a foundation of data-drive advocacy, having previously directed NPAIHB’s Northwest Tribal Epidemiology Center (EpiCenter). A trusted voice in public health governance, Joe recently concluded his tenure as Chair of the Board of Directors for the Public Health Foundation and has lent his expertise to the Public Health Accreditation Board and the Washington State Board of Health.
